Program Description

After more than 30 years of prestige, working at the service of diplomacy and international relations, we are moving forward in our commitment and we want to apply our expertise in a new CEI Summer Course.

The CEI Summer Course will be entitled: "Approach to the International Community of the XXI century. Challenges and opportunities" is scheduled to be held in Barcelona in July 2020. It is a training that alternates cultural and recreational activities in the city of Barcelona with the knowledge of academic experts on issues related to the International Community.

Our history

The CEI International Affairs, Diplomatic School of Barcelona ​​was born in 1987, founded by the Spanish Ministry of Foreign Affairs, the University of Barcelona and the Banking Foundation "la Caixa".

Our headquarters

The headquarters of the CEI are located on Avenida Vallvidrera 25 in Barcelona, ​​in the Finca, that Dr. Agustí Pedro i Pons donated to the University of Barcelona.

9 00: Welcome of the Steering Committee

9:30 - 13:45: Evolution of the International Community
This first session of the course is going to focus on the analysis of the evolution of the international community until the configuration of the current international community, a plural community, of a complex structure, in which the relations among its members have been progressively widened and intensified.
In it, new legal principles, rules, and institutions have emerged that, along with the traditional norms and institutions that rule inter-state relations, contribute to reinforce the community constituent of the international legal order. At the same time, as it is going to be studied, some dynamics go towards this way.

9:30 - 13:45: Human Rights International protection on the 21st century

This session pretends to study the advances of these protection systems and their current main challenges. With this aim, in the first place, the origin and evolution of human rights protection are going to be studied; in the second place, the main protection systems are going to be presented, either of the universal sphere or of the different regional systems.
Finally, two case studies are going to be addressed that represent two first-magnitude challenges of international human rights protection: by one side, the extension of the hate discourse and the questioning about minorities’ human rights; and, by another side, the relation between the environment and the human rights, paying attention to their impact in the enjoyment of the economic, social and cultural rights.

9:30 - 13:45: Global environmental crisis: normative and institutional responses

In this part of the course, the origin and evolution of the main challenges that the environment is currently facing at the global level are going to be analyzed, in addition to the international institutions and norms with which the international community tries to avoid, defend and reduce the environmental damages.

9:30 - 13:45: International Development Cooperation in a changing world

The wealth distribution is changing, moreover, many low-income countries are now classified, according to the World Bank, as medium-low income countries. In this session of the course, the current tendencies of cooperation in development are going to be studied paying attention to these changes in donors and receivers.

9:30 - 13:45: Regionalism in the international legal system

The second week of the course is going to be started with analysis and reflection of the regionalism phenomenon in the international legal system. Thanks to the evolution and enlargement of the international community, associations of states with geographical, historical, cultural and of some other type affinities have been formed, which provokes the coexistence of a regional-particular phenomenon inside the international legal system.
The need for coordination of the shared interests of these states with similar characteristics has contributed to the formation of international regional organizations whose legal order coexist with the general international law, sometimes reinforcing it, sometimes challenging it. The example of the European Union is going to be studied very particularly.

9:30 - 13:45: Legal options for the international community in the face of international crimes

In this session of the course what is pretended is to introduce the study of the international criminal law, an area of international law focused on pursuing the most severe international crimes. Especially, this course is focused on analyzing which is the range of legal options that the international community has in order to pursue and sanction these crimes, which mainly include genocide, crimes against humanity and war crimes.
After summarizing the first international agreements that try to define and establish the bases to be able to pursue these crimes, the different formed international courts are going to be studied, paying special attention to the establishment of the International Criminal Court by the Statue of Rome in 1998.

9:30 - 13:45: Contemporary challenges to international peace and security

Since the Cold War, new causes of international insecurity have emerged to coexist with the traditional challenges to peace and security, especially derived from the use of the force in international and intern armed conflicts.
In this sense, a short summary of the system of international peace and security maintenance is going to be made and we are going to think about the current challenges and the main ways to face them.

9:30 - 13:45: The legal regime of the economic globalization

In this part of the course, we are going to study the main international economic institutions and their basic norms. Especially, the norms of the international trade are going to be analyzed, including their influence in the regional economic integration processes, and the international monetary system.
